Define each location’s work separately
Begin with the work that must be covered at each site. A hotel department, security post, warehouse function and retail shift have different role requirements even when they use the same workforce. Give each requirement its own times, site and required headcount.
For an illustrative two-property operation in Dubai and Abu Dhabi, record each property separately. A person who can work at one property should not become eligible for the other merely because their calendar is free. State site eligibility explicitly.
Agree how dates and time zones are represented

Some workers may support several sites while others remain site-specific. Record the locations each person can work, their availability, and the roles or qualifications they can cover. Review shared workers against their combined assignments.
Do not assume that site eligibility automatically calculates travel time. Include the actual working-time requirements and allowances your team needs. If a transfer makes an otherwise available person unsuitable for the next assignment, the plan needs to represent that limitation.
Use approved working rules as inputs
Record the weekly-hour, rest and consecutive-work values approved for the organisation and the relevant workforce. The software should apply those supplied rules consistently; choosing the applicable values is a separate responsibility.
